Board Resolutions<\/h3>\n

Resolution Nr. 1
\n<\/strong>The<\/span> ALA <\/span>Board<\/span> unanimously<\/span> accepts<\/span> the<\/span> financial<\/span> reports<\/span> (<\/span>Statement<\/span> of<\/span> Financial<\/span> Position<\/span>, <\/span>Statement<\/span> of<\/span> Financial<\/span> Income<\/span> and<\/span> Expenses<\/span>, <\/span>Profit-Loss<\/span> Budget<\/span> YTD) <\/span>as<\/span> presented<\/span> by<\/span> the<\/span> Treasurer<\/span>.<\/span><\/p>\n

Resolution Nr. 2
\n<\/b>The ALA Board accepts the following policy guidelines for dealing with “earmarked” donations:<\/p>\n

    \n
  1. ALA will acknowledge donations or grants received (for which there is not an existing Temporarily Restricted Fund account)\u00a0 that are “earmarked” for a special purpose, and enter them into Quickbooks in the applicable class.<\/i><\/li>\n
  2. The amount of the earmarked donation\/grant must be less than $5000.<\/i><\/li>\n
  3. The exceptions to the 2nd guideline are (a) grants received from a foreign or domestic governmental organization, or (b) if grant language precludes this approach.<\/i><\/li>\n
  4. All expenses for the class will be deducted from the “earmarked” donations for that class.<\/i><\/li>\n
  5. These policy guidelines also apply to a Special Projects class, when one has been identified.<\/i><\/li>\n
  6. If, at the end of the year, there is a balance remaining in a particular earmarked class, after expenses have been deducted, a Temporarily Restricted Fund will be created for that class, carried over to the next fiscal year, and made available for that earmarked class.<\/i><\/li>\n
  7. ALA will not actively solicit such donations, but will acknowledge donor wishes by adhering to the policy guidelines described above.<\/i><\/li>\n<\/ol>\n

    Resolution<\/span> Nr. 3<\/span><\/span><\/strong>
    \n<\/span>The<\/span> ALA <\/span>Board<\/span> resolves<\/span> to <\/span>adequately<\/span> inform<\/span> the<\/span> public<\/span> of<\/span> the<\/span> administrative<\/span> percentage<\/span> fee<\/span> that<\/span> is<\/span> applicable<\/span> to <\/span>each<\/span> new<\/span> bequest<\/span> or<\/span> Temporarily<\/span> Restricted<\/span> Fund<\/span>. <\/span>The<\/span> ALA <\/span>Board<\/span> agrees<\/span> to <\/span>include<\/span> explanatory<\/span> text<\/span> regarding<\/span> the<\/span> administrative<\/span> fee<\/span> on<\/span> the<\/span> ALA <\/span>webpage<\/span>, <\/span>in<\/span> an<\/span> appropriate<\/span> and<\/span> visible<\/span> location<\/span>, <\/span>and<\/span> will<\/span> continue<\/span> to <\/span>discuss<\/span> the<\/span> matter<\/span> of<\/span> where<\/span> else<\/span> this<\/span> information<\/span> should<\/span> be<\/span> advertised<\/span>.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n

    Resolution Nr. 4
    \n<\/b>The ALA Board accepts the following guidelines as a clarification of\u00a0 ALA financial policy regarding travel reimbursements and retained earnings from the Annual ALA Congress:<\/p>\n

    \u00a0TRAVEL – Reimbursement for lodging and other travel (such as car rental) is restricted to the days of formal\/planned board meetings or ALA sponsored activities. Expenses for lodging, etc. for pre- and post-board meeting (or other ALA event days) are the responsibility of the participant.\u00a0<\/em><\/p>\n

    CONGRESS –\u00a0 To acknowledge the time and effort required to host an Annual Convention (Congress), ALA will allow the organizing entity to retain all profit up to $500. If the income exceeds $500, one half of the profit will be donated to ALA.\u00a0<\/em><\/p>\n

    Resolution<\/span> Nr. 5<\/span><\/span><\/strong>
    \n<\/span>The<\/span> ALA <\/span>Board<\/span> resolves<\/span> to <\/span>continue<\/span> coordinating<\/span> the<\/span> publication<\/span> of<\/span> the<\/span> ALA <\/span>history<\/span> volume<\/span> with<\/span> “LAIKS” <\/span>newspaper<\/span> publishing<\/span> house<\/span>, <\/span>based<\/span> on<\/span> an<\/span> initial<\/span> price<\/span> quote<\/span> of<\/span> approximately<\/span> 5000 <\/span>Euro<\/span> for<\/span> 500 <\/span>copies<\/span>, <\/span>with<\/span> 200 <\/span>black-and-<\/span>white<\/span> photographs<\/span>.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n

    Resolution<\/span> Nr. 6<\/span><\/span><\/strong>
    \n<\/span>The<\/span> ALA <\/span>Board<\/span> resolves<\/span> to <\/span>continue<\/span> to <\/span>advertise<\/span> the<\/span> Century<\/span> Bequest<\/span> Fund<\/span> in<\/span> the<\/span> “LAIKS” <\/span>newspaper<\/span> monthly<\/span> with<\/span> the<\/span> current<\/span> version<\/span> of<\/span> prepared<\/span> text<\/span>, <\/span>but<\/span> to <\/span>revise<\/span> the<\/span> text<\/span> for<\/span> the<\/span> fund’s<\/span> brochure<\/span>, <\/span>so<\/span> that<\/span> the<\/span> information<\/span> clearly<\/span> reflects<\/span> the<\/span> Board’s<\/span> actual<\/span> administration<\/span> of<\/span> the<\/span> fund<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n

    Resolution<\/span><\/strong> Nr. 7<\/strong>
    \n<\/span><\/span>The<\/span> ALA <\/span>Board<\/span> resolves<\/span> to<\/span> support<\/span> the<\/span>Worl<\/span> Federation<\/span> of<\/span> Free<\/span> Latvian\u2019s<\/span> Culture<\/span> Fund\u2019s<\/span>\u00a0<\/span> “Latvia <\/span>Outside<\/span> Latvia” <\/span>conference<\/span>,<\/span> in<\/span> the<\/span> amount<\/span> of<\/span> $10,000 <\/span>from<\/span> the<\/span> ALA “<\/span>Special<\/span> Projects<\/span>” <\/span>fund<\/span>, <\/span>provided<\/span> that<\/span> the<\/span> ALA <\/span>name<\/span> appears<\/span> in<\/span> the<\/span> program<\/span> as<\/span> an<\/span> official<\/span> sponsor <\/span>of<\/span> the<\/span> conference<\/span>.\u00a0\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n

    Resolution<\/span> Nr. 8<\/span><\/span><\/strong>
    \n<\/span>In<\/span> accordance<\/span> with<\/span> the<\/span> lease<\/span> agreement<\/span> between<\/span> ALA <\/span>and<\/span> the<\/span> Latvian<\/span> Lutheran<\/span> Church<\/span>, <\/span>which<\/span> specifies<\/span> a 5% <\/span>increase<\/span> in<\/span> the<\/span> monthly<\/span> rent<\/span> starting<\/span> with<\/span> October<\/span>, <\/span>the<\/span> ALA <\/span>Board<\/span> agrees<\/span> to <\/span>also<\/span> raise<\/span> the<\/span> rent<\/span> for<\/span> the<\/span> WFFL <\/span>and<\/span> JB<\/span>ANC <\/span>offices<\/span> by<\/span> 5%, <\/span>starting<\/span> January<\/span> 1, 2015.<\/span><\/span><\/p>\n

    Resolution Nr. 9
    \n<\/b>The ALA Board resolves to clarify the 4th resolution from the December 2013 Board meeting, with the following details:<\/p>\n

    The ALA Board resolves to withhold from each new testamentary bequest or new Temporarily Restricted Fund a one-time percentage fee for administrative expenses, in accordance with the following guidelines:<\/i><\/p>\n

    (1) less than $20,000 – 6%<\/i><\/p>\n

    (2) between $20,000 and $50,000 – 3%<\/i><\/p>\n

    (3) more than $50,000 – 2%<\/i><\/p>\n

    Before each bequest, the donor must be informed of this administrative percentage fee.<\/i><\/p>\n

    Resolution<\/span> Nr. 10<\/span><\/span><\/strong>
    \n<\/span>The<\/span> ALA <\/span>Board<\/span> resolves<\/span> to <\/span>hold<\/span> the<\/span> December<\/span> 2014 <\/span>Board<\/span> meeting<\/span> from<\/span> December<\/span> 6-7 <\/span>in<\/span> Rockville<\/span>, <\/span>and<\/span> the<\/span> March<\/span> 2015 <\/span>Board<\/span> meeting<\/span> from<\/span> March<\/span> 7-8, <\/span>also<\/span> in<\/span> Rockville<\/span>.<\/span><\/span><\/p>\n
